Protected machines not applying core default retention policy

We have 9 SQL clusters protected with AA 5.3.7.  Some clusters are apply the default core retention policy and others are not, resulting in extra daily recovery points being saved.  At one point all were following core default, because the number of recovery points were pretty much equal across the clusters.  Not sure when some of them stopped apply core retention policy.  Anyone have a thought on how to get them back to following the core default?  I have not tried removing a cluster from protection and adding it back in.
